T3/T4 should be the flange it uses. A mitsu manifold probably will not bolt up to that turbo without an adapter.

He swears up and down its a t-28, but I read that 11 blades means t25..

I would deff get your money back. or get half of it back and buy a rebuild kit. I am pretty sure you can get on for like 80$ complete rebuild kit. 16g has a J pipe.. this is no 16g
Well the numbers on the turbo matched the numbers off the 16g mentioned in the thread I linked.
... ALL 16Gs need a J pipe because the comporessor housing faces the same direction as the exhaust housing...which is UPNot nessacerily. I can't confirm whether the turbo in that pic is or is not a 16g, but not all 16G's use a j-pipe. There are a few different downfiring compressor cover options for 16g based turbos.16g has a J pipe.. this is no 16g
