Fp green can't boost past 12

I just recently put an "older style" Fp green on. I am running an external tial 38mm with a 14lb spring off of the 02. My problem is I can not seem to boost over 12psi even with my boost controller turned up(brand new Hallman). I boost leak tested it to 15psi and fix the leaks at the BOV gasket and throttle body elbow. Switched the wastegate spring to a 7lb and still won;t boost past 12. The turbo has a little side to side play, but no in and out. It doesn't smoke and will boost to 12 fine. I have no exhaust leaks either. The only thing I can find on here is that I may have too much exhaust back pressure or the turbo is on its way out. I have a full 3" turbo back with no cat so I can only see maybe my downpipe flex section collapse, but wouldn't that raddle a little? Any help on where to go from here would be great.

Any suggestions?
 
Yea I made sure it was in there because it kept falling out. I contacted Tial about that and they said it was normal for it to fall out time to time.
