Strut plate in 95 AWD

Hey all, I recently bought a 95 Talon TSi AWD. Great car, but it needs rear struts, especially in the drivers rear. The struts themselves are in decent shape, but the strut mounts are rusted almost completely through, including the plate that the mount sits on. The struts & mounts only come with the bolts for them. Every place i've called about the plate havs either had the wrong part, or not had anything at all, so i'm thinking i'll have to go through the dealer.

So I have 2 questions. Is this a dealer only part, and if so, which dealer do I go through? Talons are a DSM, made by Chrysler, but Mitsubishi is going to have the parts for 2g Eclipses. I'd like to save money by not going through a dealer if possible and if I do, i'd like to only make one trip & know where to go for future reference.

One more quick question. The cruise control is out too. All the fuses are good, but the cruise won't engage. I haven't gotten in there to look yet and I have basic mechanical knowledge. Anybody know how hard it would be to replace it and how much a kit would cost?

The plate rotting out is very common, i've replaced them before on my car and other peoples car. I got luck and bought used suspension from the classified here and the mounts were still in decent shape. try looking around for something like that, if not i would recommend on investing in some coilovers since our cars sit high anyways.
