The bottom plug is the one I pull (well I pull them all and reinsert) and add a BSPT to NPT adaptor to it then run an 3 or 4an line to your sensor. It keeps the vibration off of the OFH and you can even tee it if you need more than one outlet...

Negative, you are actually a little off. The banjo bolt on the block is for the coolant for the turbo. The banjo bolt you need is m14x1.5. Should be able to find a generic one. The factory one is nothing special. I would order one offline and...
It's the wiper motor. The plug wasn't in the "2g Engine Bay Electrical Connections" article because my 1999 Eclipse was used to make that, and my '99 wiper motor connector plugs directly into the motor instead.
