2G Not passing smog because of monitors

1997 Eclipse Spyder GST a/t

OBD-II indicates I have three monitors stuck in a not ready condition. Nevada smog will allow up to 2 monitors not ready. Not ready are Catalyst, EGR system, Oxygen sensor heater.

There are no problem codes logged and no CEL. The car passes this part of the test. My friend runs the smog test station and he ran some diagnostics for me. Both O2 sensors are feeding back and the pre-cat sensor is in closed loop during idle. He reset the ECU and I drove almost a full tank of gas before bringing it back. The systems are still reading not ready and there is no CEL. The CEL turns on for about 5-10 seconds during start-up and goes out normally.

I replaced both O2 sensors and ran another half tank of gas, multiple trips. The sensors are still not ready with no errors logged and no CEL.

Mods: 3" catback exhaust, Injen style intake w/filter, "knock" LED on boost solenoid. All hoses, sensors and solenoids connected. Basically stock. Car runs great. What can I do before I have to take my baby to visit Satan.
 
i am having the same problems with my Dsmlinked 98 talon awd,the readiness checks will not complete nomatter what i do. Has this readiness check exemption worked here in illinois? because my liscense plates are expired and i cannot renew them unless i pass a emissions test. :(
 
well i emailed illinois EPA regarding the issues with these ECU's ,according to the I/M guidence appendix D it specifically states 96-98 Eclipse turbos are allowed the readiness check exception,but according to the reply from the IEPA they state it only covers 96-97 talons,not a 98... the 98 does not contain a flashable ecu and therefore cannot be fixed.. below is a copy of what i was told by the IEPA regarding this matter.

Sir,

Your vehicle has not been tested, therefore you do not know that the vehicle will be rejected. Applus+ is aware of the issue and have instructions if a vehicle is rejected, however, being a 98 Eagle, the exception does not apply to your vehicle. It only applies to 96 & 97's, 98s can be fixed for the problem. If you have any further questions, please let us know.

My Talon is a 1998. The Wiki was based on my experience with the 1998 Talon.
Don't give up. It is easier for a bureaucrat to blow you off than, than doing just about anything.

you got that right,i will hassle them every single day untill i get this sorted out,i have fired off emailes to mr.tierney at the federal EPA and multiple people in my local EPA to attempt to get this sorted out.im going to keep you all posted.
 
Do what I did, skip the State folks and go directly to the FEDS.

Look at my past posts on this earlier in the thread and contact the EPA guy I did......he was GREAT. :D

Those documents you linked are just lists. There is nothing to identify the list as coming from the EPA. Where is the complete EPA document?

My question is; My car is manufactured in Dec 1998, will this fly for me? I know it is a "99", but it was manufactured in 98, so... does anyone know?

Your car is a '99 model year. It doesn't matter that it was manufactured in '98. The EPA goes by the model year. It's odd that you are having trouble setting the readiness monitors. Mitsubishi relaxed the drive cycle requirements to set the monitors for '99. Many DSM owners install the '99 ECU and solved their readiness monitor problem on '96 - '98 models.

It's likely one of your smog systems isn't working. You car is stock as far as smog is concerned. Are you getting any pending MIL errors? How old is your catalytic converter and O2 sensors? Is your EGR valve operating? How about EVAP system? Maintenance of your smog systems should get you to pass. Properly operating smog systems will help gas mileage and improve performance. Good emissions and good performance are not mutually exclusive.
 
it passed fine 2 years ago, but my 99 ecu got shorted out and I have a 97 installed now, I cant find a 99 awd ecu anywhere at the moment, and my tabs are expired:( Well, I'll still try, good news for all you 96-98 owners out there, I'll be calling the epa rep. and asking how to present the document to to emission place to get it to pass.

If you have Dsmlink you can set the monitors to ready with the palm version of Dsmlink.
 
Went to emissions today, they said the document does not apply to WA state, but the manager was pretty cool and did have them run an old fashion test with the muffler probes, and I passed!WOOHOO

do you still have your old sticker?
idk how it is where your from but in jersey if you can hang on to your center peice of a inspection sticker you can just go to another car any year make modle wit a good sticker and take 2 hair dryers and put one on each side of the windshield and turn them on in about 5 mins the sticker should fall off and you walk to your car put the center peice for your car in it andstick it to your windshield you this way you take the car you know will pass and have it reinspected tell them you replaced the windsheild if they ask why your back so soon or dont have a sticker
 
Alright good news. I live in Cali(hell) and when I tried to smog my 1998 gsx my friend who owns a smog only government station told me my monitors were open. He checked his paperwork and in cali all 96-97 get a free pass on the monitors. Mine was not in the notes, however after smogging it to see if it was blowing clean the computer automatically by passed the readiness test. Its not in there notes but if you continue all the way thru the test it will bypass it at the end. Hes done it with 2 other 98s now and its done it for them too.:D

Okay, good news for me, hopefully for you all too. I'm in the same boat. I found a sample email to send to the heads of the DMV in my state(MO) to plea for a waiver. I called DMV to find out who to send it to. They told me to call the state DNR. I called them, they were fully in the loop. Said they had our vehicles registered and known for this. He then, over the phone issued me a waiver which will be waiting at my DMV office, and took my address to send the window sticker to me in the mail. I am now on my way to the DMV to get new plates. done deal, no hassle with Satan. I am happy.

You probably dealt with the same person at MO that I did. He's technically competent and in danger of giving bureaucrats a good name. He's aware of this site and the wiki page with the sample email.

I am having the same issues. I went to my dealership and they have been hooking me up with free resets. I know that makes me lucky, however, I have already went to the DMV to see about a waiver. Still no luck yet but i will keep you all posted. This problem should really be mitsu's and not ours. I think we have all paid quite alot to have our dsm's run properly, and now we have to pay for some stupid @Ss engineer's mistake. This is some serious bu!!sh!t.
