2G Engine not starting, any ideas?

This car is starting to annoy me.

So, a little backstory. My parents bought this car quite a few years ago stock (although it had been totalled, but they didn't know that), and they spent quite a bit getting performance mods and taking the car to a shop to get them put on.

Recently, my dad and I have been trying to get it started again after sitting inside in good conditions for ~20 years.

So far we have gotten it a new battery, I've fixed an oil leak that's persisted for many many years, I've replaced the fuel pump filter, aftermarket inline fuel filter, and the injectors have all been taken to a shop and gotten unclogged.

Before sitting, the engine got rebuilt. My dad believes it has run since it got rebuilt but it wouldn't have been much. I doubt it's gone on many drives if any real drives, and definitely has not been drag raced since it's been rebuilt.

It doesn't want to start. Here's a link to a video of us trying to start it and I'm hoping someone will have an idea.

Today while I was working on removing the ECU to check which version of DSMLink we currently had, and to check all the capacitors, my dad noticed something wrong with the belts. One of the accessory belts slightly jumped off. I'm assuming this happened during the previous starting attempt. I think power steering pump? Not sure though. What does this mean for the car, and can it contribute to it not starting? (pictures of this are attached)

Check fuel pressure, odds are if it's been sitting for years the pump may be done. Spray some brake cleaner in a vacuum line and see if it'll run. Check if plugs are wet, check for rpm signal(does the tach jump when starting?). Check mechanical timing. Crank for 5-10 seconds with pedal to the floor then release. Check compression.

Honestly though, I'd try a squirt of brake cleaner first. From the sound of it, not enough fuel is likely.

What should the fuel pressure be? First time we tried staring I believe it was around 2 BAR and in that video I believe it was almost 1 BAR. Not sure why there'd be those fluctuations...
 
A few things to check and some things that stand out.

1. It has or had an aftermarket alarm in it at some point. Does it still? Is it interfering?
2. Does the check engine line come on with key on and go out after 5 sec? quick and dirty check to see if ECU functions
3. Do you have ECMLink for sure? If so datalog the start and see whats happening.
4. Are plugs wet and/or sooty after trying to start?
5. Are you sure mechanical timing is spot on?
6. Remove the power steering belt for now. It's a secondary problem.
7. have you check basic spark/fuel/compression?

I don't believe the sidewinder security system is interfering, we also have a kill switch that we have made sure is on. Sadly DSMLink isn't an option without upgrading to V3 because the cable we have is serial and we do not have any laptops with a serial port. The plugs are all a little wet and sooty after trying to start.

43.5psi so what, almost ³ bar. If you squirt some brake cleaner and it fires right up, you have a fuel issue

How would I go about doing that brake cleaner? Just remove a vacuum line and spray brake cleaner into that vacuum line as the engine is trying to start? Also how would I know what vacuum line to choose?
 
Any vacuum source can be removed to spray brake cleaner in the manifold. Its not going to run but if you feel/hear any signs of combustion you know its a fuel issue. Whether its a bad pump or shitty gas or a injector issue. Thats to be determined with further diagnosis.

pull the rubber hose from the blow off valve. slide the hose off the intake manifold and use brake cleaner with the straw to spray into the metal nipple into the intake manofold, 3 seconds of spray. then slide the hose back on the intake manifold and attempt to start.

your fuel pressure needs to be 43.5 psi. if its only 2 bar thats barely 30 psi

Beg to differ. We have driven cars/trucks in from the parking lot with bad fuel pumps running off of brake cleaner. They will keep running for as long as you spray.

So get a cheap USB to serial cable. This should work. OIKWAN USB to RS232
I assume you have the OBD 2 interface and serial cable that came with the 2G V2 DSMLink. You would connect the USB cable to the blue RS232 port on the cable.
