    I have battery volts of 12 volts or more in battery. I also replaced old starter with new it wasnt engaging. The starter relay in middle is clicking. I have volts to starter. My fuel pump is wired to toggle switch and that stopped working now also.

    It sounds like a low voltage/current flow issue, what relay in the middle is clicking? the starter solenoid? a relay under the dash? try jump starting the car and see what happens.

    No load voltage means nothing. You must have 9.6v minimum on starter while CRANKING (which means more than that at battery while cranking). Weak battery, or poor battery cable connections (corroded, dirty, or not tight), or too much resistance/crack in battery cables are the likely culprit.

    Also check that you reconnected the starter solenoid signal wire though that wouldn't explain the fuel pump.

    Even though the battery has 12v, it can still be the battery not having enough cca. Get it tested.

    Yea it is the starter relay in middle were stereo goes. I'm making a jumper wire today to see what happens. It's a new battery I just got as well as starter. I will check volts cranking tonight.

    ok the battery has 12.09 volts at batt. tested at the two cut off switches i have and they both have 12.09v. i tested all way to front to where i relocated my fuse box under dash has volts there also. tested the two ATL and the starter wires they are both good as well. I didnt have anyone here with me to check volts cranking but i ran a jumper from batt to starter and that clicked the relay in starter. i checked all my fuses in fuse box with test light all good. i had a back up mpi relay thinking it might be that but no luck. i switched my starter relay in center under radio. and still nothing. im looking at wiring after this. thanks guys

    What do I need to do for that. Also I bypassed the starter this morning with wire it engaged on solenoid. So its working.

    You engaged the solenoid but did the starter spin the engine?

    If everything works when you manually power the solenoid then the issue is in car's starting circuit. If it doesn't make a difference the problem is in the starter or it's power connections.

    If it acts the same with or without pressing the clutch, the switch isn’t working. You can jump it by unplugging the connector and jumping the two wires.

    Read what Steve wrote. This will tell you if it’s the starter or something in the circuit.

    I did what steve said with the wire from battery to starter and I just got a click no turning over. I took starter off had it tested and all good.

    Yea it turns. The cars a 10 year build and just this holding me up. It use to crank but not now

    Don't jump the CSS pins on a manual. The CSS (Clutch Safety Switch) disables the starter signal when closed by causing the starter relay to activate and break the connection between the ignition switch and the starter solenoid.

    Assuming it also clicks using the ignition switch (if not you may have multiple problems). That would suggest that the problem is in getting the starter enough voltage and current to spin it.
    My first check would be putting a voltmeter on the "B+" stud on the starter and seeing what the voltage is at the starter when you try to run it.

    Go back and check to make sure you have a good clean ground connection from the battery to the block and from it to the starter as well as the same for the positive cable from the battery to the starter B+.

    I will check all that again. I have checked but wont hurt to double check. I will get a friend over to see what the volt are when I crank it. I have been fighting with it for awhile now so just need to get done. Thanks for help guys. Will keep you posted.

    Yep, one side of the CSS is grounded and the other side go to the coil on the starter relay. If you don't push the clutch in the starter relay activates and disconnects the ignition switch from the starter solenoid.

    Pulling the connector from the CSS disconnects that ground path just like pushing the clutch in does.
