leaking wastegate!!! need help ASAP.

i did a boost leak test today, and i found that my wastegate arm was leaking air when i blew with my mouth through the little wastegate hole. is this normal? because i feel the car like crap and it wont pass 4k RPM´s easly like it should. here´s a picture

Must have a bad internal seal, just replace the actuator with another good used one.
