I’ve tried using a heatgun to loosen the seal but I’ve had no luck. Any suggestions would be appreciated.

I knocked the dowel pin past the point of it connecting to the harmonic balancer but it still won’t come off.

Just spray some PB blaster or WD40 around the washer, sprocket and dowel pin where those are contacted and leave it for a while. Then tap gently by a wood/plastic hammer from front side of harmonic balancer.
Just gone trying this and it didn’t work I couldn’t get it off.

Nice spot, but he will need a new sprocket to go with the balancer :(
It's a DSM, is this surprising??? ROFL
Try to save the sprocket.
Wrap it in rags and smack the shit out of it. Pad it well but whack it with a good dead blow (soft head) hammer. You might not hurt it. Make SURE that dowel is punched in. Have a blanket or something on the floor to catch it! :)

That center washer is not connected to the balancer or the sprocket. Hold the balancer and hit the washer.

Cycles of heat followed by cold water has worked for me on stubborn bolts in the past. Give it a shot.
Possible to harm the rubber insulator on the balancer if you use heat.
