      Are you supplying enough positive pressure to the BOV nipple to keep it closed?

      You must remove the BOV and cap off the opening to do a BLT. Otherwise the BOV will just open like it's supposed to (unless that is what you are testing).

      Well....you retune it. If your statement is true lots if measure air was escaping and now it isn't. Seems very straightforward from a diagnosis point of view.
