I've seen this, so you also have to ground the ECU to set base timing. This is the part I'm not familiar with since I've only owned 7bolt 2g's

Yes. Refer to: Base Timing Adjusting

Took it off and noticed these wires damaged , would this be enough to cause it not to run .

Yes. Repair them and see where it puts you.

It’s not a bad idea. New sensor, new wires. I replaced mine with one from RockAuto in 2019 and it has been nice knowing the wires aren’t going to break on me mid-drive.

Yes.
Clean it up the wires are the easy part. Finding good 90 parts not so much. The wires are attached under the cover and can be replaced. I usually suggest switching to the 91+ style CAS and making a pigtail to convert or extend the engine harness.

Stock cam gears? They can only go on one way because of the alignment dowel.
Well they can go two ways on a 1G but I don't think it matters which side is up since there are timing marks on both sides and as you mention the dowel to index them.

The back side is recessed to center on the camshaft.

The front is flat where the bolt flange sits and, as mentioned, the dowel times the gear to the shaft.

I guess it is possible to install them backwards. One would hope it would be painfully obvious only one way is correct. That whole common sense thing which is risky business mentioning anymore.

I didn't notice that when I had mine off to change the seals. Likely because it was clear due to that feature how they had to go back on and I've only done it once. Thanks for that info I learned something new today. :thumb:

Kinda hard to see, but it doesn’t look like your tach is moving at all. It should flutter about very low RPM while trying to start.

It did move a little bit , you think it sounds like their's no compression ? I just had the head rebuilt and a new oem head gasket .even if it is something on the bottom end of the motor ,i dont think it would even crank ? Maybe its just the cas hopefully

I think it sounds fine from a compression standpoint. But you could test it to make sure, if you’re concerned.

If you decide to take a shot at it with a new CAS, you can get the Cardone new CAS from Rock Auto for $148.79 plus shipping, at the moment.
It's the Cardone 84S4403 for 1990 Turbo Eclipse.
Pick the "Info" button for 4 good pics of it.
Spun the gear on the CAS while the key was On , i did hear the injectors go off , but it could still be damaged
