Valve timing issue.

Now then i know i am missing something here but for the life of me i cant find it. The cams are stock and the rest of the motor is 100% stock.

90 N/A 6bolt 4G63

I was trying to set the timing for it last night as the motor is not in the car right now. Set the timing according to all the threads here and the vfaq. Everything looked perfect, until i spun the motor over to make sure it was fine. The motor made it about 1/4 turn then stopped. I started looking around to find out why and found the #4 piston hitting the intake valves. So i advanced the timing 1 tooth on the intake side and this time it his sooner in the revolution as expected. So i then set it back to 0 and backed it up 1 tooth. Hit on the #3 cylinder this time. So i tried backing it up 1 more tooth(2 total) to see if it would stop hitting and that was also a no go. So what am i missing here? The cams are installed straight up and the only after market pieces are a cometic HG and ARP headstuds.
 
This still makes absolutely no sense to me. When the intake cam starts coming down the #4 piston should be in a downward sweep. So how is it that the piston is hanging at that point? It has to be that as when you change the timing of the intake cam it changes how soon or late the locks up. Where are the wise men at that know what i over looked?
 
Yeah according to the info i found i did. The tab on the cam to hold the gears for both cams was mounted straight up. I think i got it fixed with different cams and some work on the transmission as there was some spots in it touching the pressure plate.
