So I'm just wondering what tuning options I have in the future (currently doing maintenance so it'll be a week or two). I already have an EPROM so I just plan on running ECMlink.

I'm in Washington, i found a place about 50 miles from where I live that said they would do it but they don't know much about DSM's. I could also drive down to English Racing which I think is the best option but also most expensive and farthest away.

I know I could also get an E-tune/mobile tune and I'm thinking that's the best option right now but I'm wondering what the options are (all posts I find regarding the matter are from 2004 LOL)

I would like to get as much power as I can reliably. my plan is to do bolt-ons with a 16g. I've been thinking about upgrading to an MLS head gasket and ARP studs but it's a pretty expensive job (via shop) so I'm wondering its worth it.

Honestly sounds like you already know your options. Remote tuning has come a long way and I have actually done it before which turned out great. The process was easy and was a matter of sending emails back and forth with a tune attached. The issue with the remote tune is the fact you have to go out and do a street pull to get the data. If you was a tune that is 95% there and you will enjoy the car, a remote tune can get you there. If you want the car as close to 100% as possible, bring it to English as they can diagnose stuff on the dyno to work through hiccups (Which will likely come up).

If you don't plan on removing the head to check the head and deck surface for flatness, I wouldn't go MLS as there is a risk it leaks. I only install the MLS if my head is back from the machine shop after being resurfaced and my deck checks out. Just slap on a composite HG with the ARPs and it was handle anything that 16g can throw at it. If you can't do the work yourself, it's another reason to bring the car to English to get the HG done and have them tune the car while you are there.

I also have remote tuned a few cars. It requires a owner that is mechanically savy and knows the car is ready. You wont get every last HP out of it but is always a good option. For head gaskets we only use a MLS when block and head are both fresh decked to correct RA finish, otherwise a regular cheap composite and some studs will hold 30+psi without issue. My personal car pushed coolant years ago on a cometic and i went back to OEM composite with O ringed head. If surface finish is correct for metal layer we have had great luck with the HKS MLS gasket.
 
can my bov not handle the bigger turbo?

In simple terms.
Wastegates control boost, the spring inside usually sets the default level.
Blow Off Valves release boost pressure from the intake when the throttle closes to avoid damaging the turbo.

Maybe your turbo has a 15 psi wastegate or maybe the measurement tool reading 15 psi is inaccurate.
