GVR-4 Rebuilt Engine - knocking noise

So, long story short, I have a 6 bolt that was fully rebuilt by PO (head and block machining done by reputable shops). It wasn't running. Finally, got it to run and idle, and tried to get it up to temp, but it has a knocking noise. From the outside it's evident that cam gear is wobbling, and timing belt is offset. Also used the stethoscope and surrounding cylinder 3 and 4 has the most amplified sound.

Any advice what to check for before I start taking everything apart?

It is sometimes hard to tell over video, but it sounds like a rod knock. That cam gear is also definitely and issue. I would be pulling the valve cover and checking to see if all of the cam caps are in the proper order, making sure the bolt for the cam gear is tight, checking cam cap tq specs etc.

Also I would be listening to the oil pan to see if it sounds like it is coming from the bottom end. Does the noise get faster / louder as the RPM's go up?
 
I checked the run out on the exhaust cam and the needle moved quite a bit (not sure what it actually was supposed to be, or if i checked the right place). But I was convinced it needed to be changed. So, I changed out the cams and cam gears with a spare set that i had, and bled the lifters. Now it seems to be better, maybe some lifter tick. The timing belt tensioner arm and pulleys are tight. I think I have a spare one to try out to see if the belt will align better. But now got a bunch of different problems, like oil on cam gears and maybe somewhere else. The belt seems oily.
