MBC lowest setting too high

Is this a bleeder style or ball and spring boost controler. Sounds like you bought one of the cheap bleeder style mbc. They usually don't work well at all.
 
other side should be hooked up to the turbo. there is a little nipple on the housing of the turbo. check out this diagram look at the bottom post with the correct way to hook up the MBC.

He said that it was hooked to the intercooler pipe which is the same as having it hooked to the turbo. The taboo diagram sucks also because it recommends hooking the controller tot the bov line. From the sound of it you have a defective boost controller, or you somehow didn't adjust it all the way down.

If you look at the Taboo thread and go down it to the post with the Corrections it shows the correct way to hook up a MBC. Ive done it this way with for years with many different brands of MBC and it never fails to work.

OP..I hate to say it but you might just need to buy a Bushur or Hallman MBC and not worry about cheap faulty parts.
