idle way too high

So my 95 eagle talon tsi awd is idling at like 3k rmps. When I first start the car it idles normal and then slowly rises to 3k. It didn't do this until it got super cold outside. The throttle cable returns just fine so maybe I just need to clean out the throttle body or something? If it's a warm day this doesn't happen. At least not yet it's been -10 over here lately.
 
It isnt wheel bearings. If the rust isnt coming off the calipers arent working. The means bad master, stuck calipers, no fluid (not in this case), clogged lines or prop valve or clogs/malfunction of abs valve. Id start by flushing the fluid. At least that will rule out the lines. My vote is stuck caliper. Rust will be gone in a few miles.ive had rotors sit outside 5years and I did not clean them. Few miles of driving they looked like the day I parked the car.. same for wheel bearing. Car sat years....no effect on bearings. Thats a myth.

Haha anyway, I have had similar issues in the -20 degree weather and mostly what I think due to metal contracting and possible vacuum leaks until warmed up. I recently deleted my coolant based idle circuit and haven't had any issues with high idle during cold unless I know there's a boost leak.

Even when it was at operating temp last night the idle wouldn't go down
