420A high rpm, won’t start

My 97 Eclipse GS had a dirty throttle body and IAC valve. Cleaned and replaced the IAC valve and when I turned my car on it went to 4k rpm and stayed there until I turned the car off. Tried to turn my car on again and it won’t start.

Any ideas on what the issue could be? Already got a new battery because I was having an issue of it not starting.
 
When you say not starting, what do you mean? Does it crank and never fire or does it do nothing when you turn the ignition key? Have you checked your fuses?

As far as the high idle, you likely have a large vacuum leak or the throttle plate is held open. Make sure your throttle cable is not too tight and your throttle plate is not binding up on the throttle body. Go back and re-check everything your touched. Make sure everything is hooked up, in the right order, tight, with no broken wires or split vacuum lines. Make sure your BISS is still there and it has an o-ring. Did you set the TPS back exactly where it was?

It doesn’t crank at all, the lights come on but nothing happens. Thank you I will make sure to recheck everything I put back, and yes I put the TPS back where it was.
 
Maybe starter got stuck. If you have a testlight or voltmeter. Check the small wire going to the starter. When trying to start it that small wire should be energized and have battery voltage. If it does the starter is “stuck” give it some whacks with a metal object and it should free up.
 
 
There is no BISS on the 420a. The TPS is also not adjustable. I see 5 options for the high idle. Under the assumption that this was not problematic before your service.
1: throttle body bolts are loose.
2: paper throttle body gasket is damaged.
3: IAC screws are loose.
4: IAC o-ring damaged.
5: EVAP vacuum line left disconnected from throttle body.

The not starting issue is unrelated if the engine is not turning over.

97 Mitsubishi Eclipse GS 2.0l standard transmission I was reading this thread where high idle and no start. I have the same issue, however if you hold the gas pedal to the floor it will start. Will not stay started unless you hold and feather throttle. Then will slowly idle back to 1000 to 1200 rpm. If you rev the engine at all it will stay at that rpm. Replaced TPS and IAC, cleaned throttle body completely and replaced gasket. I read somewhere that I could adjust the biss screw and I did that but now It is not correct. How do I get it back to factory? (Assuming the Biss screw had a cover plate over it T20 size ) setting the throttle plate position. Is that the biss screw? Or is that just an adjustment screw for the throttle cable tension? Throttle cable attaches and screw sets the stop for throttle plate position for air control and base idle.

The 420a has no biss screw and I've done this before where I had my throttle cable adjusted a hair to tight and would slowly start to idle up. If it's the stop screw try to get it back where it was. Spray some carb cleaner around the intake to make sure you have no leaks. The injector o rings could also be old and worn spray those and see if idle changes.
