1G e316g whine?

It was rebuilt, primed the turbo correctly, now it makes a whining noise? 2 fins are very minorly bent could this cause it or is the shaft unbalanced and i got f***ed on this turbo. I checked the compressor wheel, seems to be kinda harder to spin than most and no boost leaks.

Who rebuilt it and how bad was it before that. Lol. Sounds like the one some jerk just tried to sell me on here! got to be carfull who you listen to some times.

A russian off craigslist.... All seemed legit untill install and i have no idea how bad it was prior.
