Ok well this is my budget build, but I guess I have to fork out retail for this.

there is v3 lite for 375 or you can get a 98/99 flashable ecu and use ceddy

If you want your DSM to last there must be no budget... speaking from experience, after 3 engine builds. You can probably find one used cheaper, but other than going used there really is no other route. I paid $345 for Lite, it does everything I need it to. You can't really expect to get anything cheaper for a complete engine management system that allows you to change timing, fuel, etc...

Did you even click on the link that was supplied to you for ECMTuning? The entire website goes into detail about what DSMLink/ECMLink is all about.

I have v2.5 and i found it quite easy to use once i started playing with it.
I am upgrading to v3 because i want to use some of the other options and i will be going north of 400hp i hope so might need some of the extra stuff in it. You might be ok with just picking up someones 2.5. I was going to just upgrade cause its only 200 bucks..
