that depends on what you have in your setup but as long as everything is sealed up and connected right it should run 15 psi till you run out of rpms. if you are talking about boosting to 15 psi then shutting down it will instantly drop. could you be more detailed with your question??
 
When pressure testing if your inlet fitting seals then the longer it holds pressure the better.
If there are no leaks at all it should hold pressure forever but that's an ideal, not reality that anybody reaches. If it will hold the pressure for a couple minutes you clearly got all the big leaks.
