97+ DSM's and OBDII problems

Hey guys guess what? I failed my smog due to my readyness monitors not being ready. Well is it possible to bypass the whole mess by swapping out my ECU from a 95-96 DSM? From what i was told from the smog guy is that its an ECU issue. It was just a thought, im open for suggestions/opinions on this situation.
