Spyder 1999 Mitsubishi Eclipse spyder gs 2.4L hose question

Im trying to figure out what peace goes here. It’s part of the air intake hose but im not sure what peice goes here or why the last owner put it there. It’s that blue thing they clamped it to the hose that goes to the engine block. Anyone knows what piece actually goes here? Also it has stalls at a stoplight but will crank right up & it has sluggish acceleration. I changed the plugs & wires , the throttle position sensor im stuck on what to do next

The original plastic fitting for the hose probably broke off and the previous owner used the blue thing to fix it.

normally it would be like

if your stalling at a stoplight, it could be the idle air control motor (IAC).
see HERE for how to test it
mitsubishi only sells it as a unit with the fast idle air valve. They are hella expensive but you probably only need the idle control motor. the idle control motor (the black part with the 3 screws in the picture below) might be interchangeable with one from another model. If yours is bad. Remove the IAC and post up a few pictures and i
can try and find one that will work.

So is that peice like another pcv valve that I can buy and put there instead of that blue thing?

I didn’t know it had to be set. I thought I just had to put it back on in the same way as the old one. Now it revs to 3k -4k before it shifts gears im lost at this point

It's a breather and similar function as pcv except pcv has a check valve. The blue piece is fine as long as it's not leaking (assuming the 4g64 runs on MAF). With the car running, spray brake cleaner on the blue thing and see if the idle changes. If it doesn't, you're fine. I can't help you much on the shifting issue but I'd set the tps correctly and see if that helps.
