14b turbo question

I just bought a 14b for 50 bucks with alittle shaft play (up and down play) anyways i took the exhaust housing off because i heard something rattling, and right behind the exhaust turbine is a piece that is loose. does the exhaust housing hold it down or is this bad?

1. slight radial end play is normal (~2mm)
2. axial endplay is not good
3. metal cup behind turbine wheel is loose until housing is attached (unless carbon build up has it solidified in place.

yea that little cup is loose, i tightened it back up, and i didnt hear anything. thanks
