Most likely that's a part of stock radiator hose clamp.

What you have there is part of what is known as a wire hose clamp. You would see this on coolant hoses and the rubber portion of the fuel inlet for the tank.

I have that bolt on the rubber intake that connects to the turbo

I think it is cause I had someone replace my alternator before my car broke down, if you don't mind can you take a picture so I know where to be looking thanks!

Don't worry about that bolt, that is just a bolt for a wire hose clamp. In near future, you will probably want to replace it with a better clamp, such as zebra clamp, a t-bolt clamp or so (It would be depending on where you use it).
Just in case, if you wish to use that stock wire hose clamp, that type of stock clamps are used on intake pipes/hoses, upper/lower radiator hose or fuel tank hose.
