Manufacturer's codes are tricky. Maybe someone on here has a more indepth scanner and can look up the code for you, or has had this code before and can tell what to look for. The bigger and better scanners will actually pull up the vehicle you are working on and usually tell you what it is. I had a code on my truck that simply said "Manufacturer control transmission" on the simple scan tool at work. When I hooked it up to my scanner at home, it told me that the governor solenoid was bad and it was starting off in 3rd gear. Gotta love technology.
 
P1490 - Low Speed Fan Control Relay Circuit

I'm not 100% sure but it could possibly be a bad relay, or a switch is turned off because the computer runs the fans, so something isn't registering with the computer.
