well a waste gate works when your on the throttle and a BOV works when you off of it. It also controls how much psi is being built up too.

a wastegate works when you set the boost to lets say 15psi, once it reaches 15psi the wastegate opens and lets the extra air out exhust.

i think that the blow off valve lets the air out of the intake system, when you let off the gas

Wastegate The wastegate is a passage on the exhaust side of the turbo. Once the desired boost is reached, the wastegate Actuator opens the wastegate Flapper, allowing excess exhaust gas to bypass the turbine wheel and exit through the exhaust

Blow Off Valve when boosting, you are creating possitive pressure in the intake track. Once you let off the throttle, the throttle plate on the throttle body closes, and you have lets say, 10 pounds of pressure trapped inthe intercooler pipe, naturally this pressure will return through the turbo compressor known as Compressor Surge Which is BAD. The blow off valve opens, to release this excess boost pressure.

a boost controller restricts the amount of boost pressure pushing on the wastegate actuator. default spring pressure on a wastegate actuator is around 7lbs.

Just to add, this is where they sit in the relation to each other in the intake to exhaust stream. The BOV can also called a charge relief valve. The BOV is typically placed between the manifold butterflies and the compressor blade of the turbine.
