2G What is this yellow wire under the dashboard?

Thats gonna be hard to figure out without knowing what the other end is connected to.
I would guess it was added in cause you would have to really rip the harness apart to get that long of a wire out.

I took a quick look at a few things in the FSM. The yellow/white wiring in that area basically is for vehicle speed.
Like TCU, speedometer, obd2 port, cruise control ECU.

But like i said, its probably not part of the factory wiring.

Its not for the horn. The horn has a 15A fuse in the enginebay fuse box. The horn relay is also in the engine bay fuse box.
When you hit the horn switch on the steering wheel, it grounds the trigger coil in the horn relay.
The horn has to wires, one goes to the relay and the other to ground,.
