What is this wire for?

I've been weeding through the wiring harness on my '92 turbo Talon. The red wire with a black stripe, and blue dashes on the stripe was cut in the harness over by the alternator. I traced it back to the fuse box. The yellow block is unlabeled in the fuse box, so I have no clue what it's for. I've been having a difficult time searching around for an answer. Anyone know what it's for?

Another pic of the topside would be helpful. I cant exactly see what fuse or relay you are talking about

I have figured out the yellow block is the IOD connector. I have a general understanding of what it does, just curious what that one wire specifically controls.
