can you convert a stock 14b to use an external wastegate? and if you can I assume you would require a diff mani than stock.....

Yes you can but there should be no need too.

You can either tack weld the flapper shut and put the external on a stock exhaust manifold or remove the flapper, port the wastegate passage, and install the wg on an O2 housing.
