Wastegate spring Q?

My wastegate is barely opening at 20 psi. I took it apart and it only has one spring in it, copper color. My boost controller is set as low as it will go, which was 12psi. on the old 14B. I would like to get my low boost setting down to 14 or 15, and high boost at 25. Does anyone know what this spring is rated for? Is this even my problem or could it be something else? Running, Tial 46mm, FP Red and Turbosmart dual stage boost controller.
 
Nevermind did some searching and found a diagram with some clear directions on it. I was misguided at one point during the install.

Aw, come on and tell us. was it the vacuum or pressure activation that threw you? You won't be the first to get tripped up by that one.
