So I have a 97gst running 20psi (people said it is too open, my exhaust.) they said if I add a external waste gate it'll bring that boost creep/spike way down to normal, would that really do anything or wouldn't it just open it up more to relay on more psi?
 
An open exhaust is one of the causes of boost creep and an external wastegate would help. But this would require the flapper to eiher be welded shut or an O2 housing style wastegate. The O2 housing gate will do very little though unless you port the wastegate channel. The best route would be to enlarge the stock flapper and wastegate port to give the exhaust a bigger gate to flow through.
 
So just port what I have now and itll help a lot??

Yes it will help quite a bit. I've also seen on the forum where a front mount setup has helped a little bit because of the increased pressure drop.
 
Yep. The intercooler idea wasn't really a solution, just an observation. Port the wastegate hole out first, and you may have to port your o2 housing.
