Ok idk if this been answered or if theres already a thread if so post the link but here's the ? I got a 91 gsx I'm trying to make 300hp do I need to get my ecu flash?

At the very least, you would need to have something that allows you to control the fuel. But ECU wouldn't be the only thing you would need if you want to run safely.
I recommend you to search, read and understand more first. Then if you are still unsure about something, ask with narrowing the range of questions. So you would probably get more responses/helps. Otherwise you wouldn't get many responses for this kind of post because there are already so many similar answered posts, most of people would just ignore..

There is a great write-up for starters.

Maintenance -> Logging and tuning software (ecm link v3, wideband, boost gauge, etc) -> bolt-ons (intake, exhaust, injectors, fuel pump, fp regulator, intercooler piping, 16g turbo, etc)
