Talon wont turn over

My friends 1995 Eagle Talon TSI for some reason isn't getting enough power to turn the engine over. We have tried a new batter, new grounds, new battery terminals, a new starter and new alternator. The car still push starts and runs perfect when we do it. The turbo timer reads 12.4 volts when we try to start the engine but is supposed to have around 13.5. Anyone have any ideas on what else it could be?

you could have a grounding issue or possibly an issue with a power wire somewhere thats where id start

Recheck your ground and where its connected to, that's more than likely the problem.
