starter wont turn over

ok im not familar with the 93 awd talon electrical but its a friends and the starter clicks when you try to start it but doesnt turn over and i tested the starter and it tests good,what else should i check with this issue?
where is the starter releys and other pin points??
by the way the car is completely stock

pretty dumb question here, but is their a possibility that your battery is dead? also try and jump the starter with a screwdriver to see if it is in fact the relay or not.
 
A small wire goes to the starter. This is the "trigger" wire that tells the big starter relay to engage. Get to the connector that the small wire goes on (a single spade connector) and hook up a different, bigger gauge wire to it. Now take the other end of this test wire and touch it to the + on the battery, leave the key out of the ignition for now. What you just did was bypassing everything in the car and made the starter run directly off battery. If it's still not moving, take it out because something is wrong with it.

If it does turn over good, connect the original wire back (after cleaning up the connector, just to be sure it connects good) get in the car and put the key in the ignition. Reach under the dash to where the three relays are. Try starting the car. With your hand on the relays you should be able to feel them clicking. Go from "on" to "start" with the key few times untill you find out exactly what relay is for the starter. If you don't feel one clicking, replace it with another one, from the under-hood A/C fuse box for example.
