Standard but Different: Gauge Cluster lights and Taillights out

I have already read through many posts about this standard issue. I am having the no taillights, no cluster lights problem in my car with a few twists. First, My "tail" fuse and all other fuses are good and not blowing. Second, the dimmer switch checks out ok. Third, the low washer fluid light is on in my cluster. With all of that being said I think it's probably fair to say that I have a short somewhere correct? If so, do you have any thoughts as where to start looking?

Also, my washer fluid is full and not empty. The light has never came on before.

I'm not sure what to make of the low washer fluid light. Did it occur at the same time?

As for the the no tail and cluster lights, do you have power at the fuse?

Well the dimmer switch wasn't my problem but I like the new black one I picked up today, thanks Hugh! Here is a run down of everything I've got up to this point...

-No taillights, gauge cluster lights, front side marker lights, and my prosport gauges are NOT changing color (wired into the dimmer switch for the color changing effect) however, the gauges still power up ass they are wired into the switched ignition power provided by the cigarette lighter.
-Radio still works as does everything else electrical in the car including headlights both hi and low
-Brake lights work (both filaments in the bulb light up when the pedal is depressed)
-The "tail" fuse is good in the engine fuse box and it gets powered when the headlight switch is flipped and it is NOT blowing.
-The relay in the engine fuse box is good and functional
-All grounds in the vehicle are good...the only locations I have not checked are under the drivers seat and in the center console but if it was a ground I would have to think other things wouldn't work
-All bulbs are brand spankin' new

That's everything and where I am at now currently. With all of these clues I have to think that there's a short somewhere but if there was I would be blowing fuses correct? If there was a wire that was straight up severed I wouldn't be blowing fuses though I would think so that leads me to believe I have a broken wire somewhere hiding in the miles of wire in the car!!
