Rubber compound on ECU I bought

So, in troubleshooting my car, I decided to try a different ECU. The guy I bought it from said it was rebuilt, but the cover had an E on it. I figured that for $50, it might be worth it to take my chances. So, this is what I got; Obviously not an EPROM, but that's not so much of my concern if I can resell this. My concern is that when I cracked open the case, I found three spots of white rubber compound that are blotched on the circuit board; probably for repair or extra precaution, but I'd like to know whether or not this may be bad for the ECU and should be removed, or if it's fine where it's at.

I don't think it is. I believe that it's just the cover from an ECU that was EPROM. It has the serial ID: JE331B719C, and doesn't contain this chip. Could I be wrong?

You are correct, definitely not an eprom ecu.

The white stuff just looks like RTV. Shouldn't hurt anything assuming its the stuff that's approved for pcb work (which it looks like it is).
 
Wow i have never seen that one before. Also the caps in that ecu are not new so i have no idea what was rebuilt.

Yeah, it seems a little shady, but the guy I bought it from didn't know. Figured it might be worth the cost, especially if it was an EPROM. It seems to work fine, so I won't be too concerned about the longevity of it. Appreciate the help though guys!
