1G No dash lights-no options work

Hey everyone, I have a 90 Plymouth Laser RS Turbo. When I turn the key to the on position no dash lights, no warning lights turn on. Wipers, hazard lights, turn signals, nothing works, no power except for radio that crackles intermittently, but all the fuses have power.

Also, the ECU has power. I've tried new ECUs, and several different interior module relay E8T07071 U1. No success.

Any help in to the right direction would be awesome!

What’s the history of the car? Did it just start doing this, did it start after you did some work, or is it a new to you car with this problem? Any information from previous owner?

Have you actually checked that all fuses are good with a meter? Both in the engine bay and the interior junction box?

It sounds to me like there’s an unmade connection somewhere, whether it be loose or just not made at all.
 
The ECU doesn't get involved until much later. This sounds like a distribution issue since so many circuits are effected.
I'd start by figuring out which electrical branches are broken and look for a common point where they connect but things that work aren't connected.

Thank you for all the great information! Here is the history on the car.

I bought it about two months ago from a private car dealer in Arizona. The car had been sitting for a long time.. The sun has completely damaged the interior which i'm changing out. Just to give you an idea, It took me several times to get the fuel tank clean from all the varnish that formed as the car must have sat for years. Only 89,000 miles on it. Even with no - lights on when I turn the key. The radio would cut in and out. I had no response when I turned the key. I manually jumped the starter and had success. The engine is running very well but I did only for a short time on starter fluid. I ended up unplugging the clutch safety switch and now I can use the key to turn over the engine but still no dash lights.

I finally have the fuel tank clean and sealed which I will be installing shortly. I've been through the fuse box and all the components under the hood including the alternator fuse. None have power. I have a brand new battery, full. So I know it's not that is the issue. I even changed out the ECM and MPI relay. I got an ECM from a good friend who has 3 extras. The one he sold me was just repaired. He tested it in his car and worked fine. I also tried several MPI relays which I tested before installing.

Looks like I'll have to start chasing wires. Thanks again for the wire schematics.
 
*update*
I have the car running on its own power! Yay! Still no dash/Interior lights/heads lights flip up but no lamination. I actually got the hazard lights "semi-working", lots of crackling and jumps from left to right side. My wipers also work now! So I have the lights to figure out.
