yea, sound slike we need to do some thinking on your car, something isn't right and if i were to take my first guess maybe you have a timing (cam gear) off a tooth.. they can be perfectly aligned and the crank be off by only about the width of the mark on the disk but it's enough to make a difference yet i've seen people post "is this correct" pics and people ok it (i use the trick in the vfaq where you pre-rotate/set the cams ahead - PM me if you need the info or think it might be timing belt related) I say this might be it because of the new engine install, you'll still get great compression readings, and nothing will hit but i've seen in both directions where my one friend had his turbo spooling up so fast (14b only) but still it was uncontrollable coming on at WG pressure and sould spike super high, and myself have suffered incredible lag whenthe crank was off in the other direction.
As for my install, i am super excited, I even felt i had to name the turbo something special snce it's no longer an h1c, nor an hx 35 or 40 really, i've dubber her the H1-3558x (h1c CHRA, hx35 turbine, hx 40 compressor wheel and housing) so i go H1, then 35 for turbine with the 58 being the inducer MM size and the X because it's using some X parts

but yea you should be seeing faster spool i would think but also from looking at other full on hx40 users in BEP housings the spool is still usually a bit later around the high 4k but usually full on by 5k where you're coming on full on by about 5500RPM but great recovery after shifts and anytim above 5k RPM, which is about how my 67mm turbo was and i think you will find you can outshine those spool numbers either way
