I replaced the IAC because it threw a CEL. Replaced it real quick and the light went awa . Afterwards I noticed it idleing a little lower.Why did you replace your IAC/ISC?
Managing the idle speed is one of it's functions, and you need to set the BISS after replacement to that the IAC isn't being driven out of range and unable to control the idle speed but if your old one was shorted there could be damage to the ECU and even with a new IAC the ECU wouldn't be able to step it in to raise the idle. That could cause this.
I believe 750-900 is spec
