2G Front roll stop. Is this normal?

Hi guys, im putting poly inserts in my front rollstop, but noticed the mount has a 9mm bolt inside of a 16mm (ish) hole. Am I missing a bushing or something? The manuals didnt show one...

Extremepsi. com shows a detailed pictures of nuts and bolts. They say it's supposed to be 10mm×75mm bolt for what you are working on.
Go to Mitsubishi, 95-99. Then click oem and it's under nuts and bolts. You will find it there
 
Okay I found my calipers. It's a 10mm bolt at the threads, 9mm elsewhere. Even then, if it was 10mm, there is supposed to be 6mm of play between the inner mount hole and the bolt? Just seems weird to me
 
I measured the mount holes on the engine/frame itself at 11mm. 10mm bolt might be fine., but that doesnt explain how I there is all that metal on metal play inside the mount itself...
 
I have the energy suspension for front and rear mounts. Must have gotten jipped on washers because I only got 2, not 4... as for the big bolt, I picked up a 7/16 (11mm) bolt to match the mounting holes and tomorrow at work im going to machine a delrin bushing insert so there will be no metal on metal action.
