Idle/RPM issue!

I have a 98' GSX with a recent 6-bolt swap. It has an EGR block off, FIAV lines have been capped off, and has a powdercoated and rebuilt TB. The engine has been completley rebuilt and started for the first time 3 days ago.

On initial start-up the car ran and idled like a dream. After 30 minutes the idle was adjusted to 1,000rpms and stayed there without any problem. The next day a problem arose. It started idleing higher at around 2,000rpms and after reving the engine to 3,000rpms, stayed there continuously. Then we tried reving it higher to 4,000rpms but that ended with the same results; rpms stayed at 4,000.

We checked the throttle cable which was not hung up and is working properly. We checked and adjusted BISS screw with no change; it is currently set a 3/4 from all the down. We tested the TPS which is within spec and also tried unplugging it all together. We also tried unplugging the ISC. Through all of this there was no change in the rpms.

Also of note is that after unplugging the battery to reset the ECU the car will idle at 2,000rpms upon restart and will not get any lower. But if it's reved up it will stay at the rpm is was reved to.

Did you set the base timing?

He found out what was wrong with the car. He had a 1g tps on a 2g car. He will be swapping it out to see if it helps.
