The bulge was necissary for the 1G w/DOHC. That's why you don't see it on the lower level TELs. They wanted a very sporty angled hood, and the twin cams wouldn't fit w/o bulge.
however the 2G bulges are not functional. The bulge became a signature of the DSMs much like the 4 round taillights for the corvettes or the kidney grilles on BMWs. So DSM kept the hood bulge although they didn't need it for the 2Gs.

Although you may be correct, in that they could have designed it so they did not need it, it still is needed by 2G DSMs because the timing belt/cover still would not clear a bumpless hood.
I think that a reverse vent over the turbo would be better for venting and would be cheaper because they already make them. Look at tjh-dsm's car to see one
