Fixing front bumper cover bolt holes/clips

This was the best place I could find to post this. I was wondering what was recommended to fix broken off bolt holes that bolt the front bumper cover to the crash bar. Is this something any bodyshop can or do I need a fiberglass specialist? The bumper came this way when I bought the car and was being helps on by zip ties and drywall screws, guy was a real hack. Pics below...

A body shop can put it back together if you have all the pieces. The ABS can be welded. I do not know what the cost will be or if anyone in your area can do it.
