Exhaust/Emissions Question

I need to pass this very soon. My 95 talon awd has a full 3 inch exhaust on it. I know I will not pass because in Virginia, I believe they have to see a cat for it to pass. What is my best bet on making this legal, at least until I pass? I was looking for a downpipe that was stock length so that I could put a 3-inch high flow cat on it, but I am unable to find a downpipe that meets these requirements. Please help me out.

so you have a 3 inch downpipe that gets rid of the cat and goes straight to the exhaust.. Ill trade you a stock downpipe and cat for your 3 inch downpipe.. that should eliminate your problems?
