1G Electrical guys HELP! Turn signals stay on but don't blink

So I bought this car a while back. 92 tsi awd
With the battery connected the turn signals illuminate on the dash. They don't blink but stay green.
I've checked the relay and it's fine.
The flashers work accordingly.
 
Another possibility if your grounds are good is the "Turn-Signal and Hazard Flasher Unit". It is located under the center console close to the dashboard. I have the 92 Eagle Service Manual and I will post the electrical diagram, and it shows you where the flasher unit is, tomorrow when I can scan those pages at work.
