Hello guys, hopefully i can get an idea as to what is going on with my link and why I cannot connect to it from my car.

My car (purchased as rolling chassis) does not have the engine inside of it yet, a friend and I are about to do a fuse box relocation but before messing with the wiring I wanted to make sure all electronics worked prior to messing with the harness.

I have found that I cannot connect to link, pin 16 does get 12v of power to the ECU. Since my friend has the exact same car we put my ecu/link cable on his car and it connected without a problem. The issue seems to be isolated to my car. Is there a easy way to check the diagnostics port, or maybe an important ground wire on the harness that needs to be bolted down?

How bout your cars a rolling chassis with no motor and probably missing multiple grounds and sensors everywhere. I mean its not to much a surprise it doesn't want to link up, I would be really carful messing with the ecu without things plugged in properly.
 
Link isn't part of your car's wiring harness, relays or fuses therefore you should not need to test for its connectivity until you have everything ready to roll. It manipulates the ECU and the data that the ECU receives/sends.

Get your car in working order then check for connectivity.
