Couple throttle problems

Okay, my first problem is, that when i let off the gas, my car takes about 3 seconds, then lets off, like a 3 second delay from my foot to the motor. I have perfect feel when i'm accelerating, but just when i let off its wrong, and when the motor does let off, it is very rough, as in my head moves forward from the jerk of letting off, kind of like when your racing, and you shift(you head moves forward). My other problem is between shifts, my rpm's go to about 3000 in the morning, when i put the clutch in, they rise up, if i hold the clutch in, they will drop back down though, even if i'm shifting at 2000rpm. I do have a weird idle surge that i haven't been able to solve, could that be the culprit of everything?
 
Make sure the TB shaft rotates freely and the throtle cable has a little freeplay at idle position, adjust the mounting plate on the intake manifold if needed.
 
I have done that, the throttle is very smooth, its just when i let off, theres a delay, then "whamm" the engine lets off. The cable tension is good, and the shaft stiffness seems normal.
 
I know I'm bringing this back from the dead but I see that there hasn't been a solution posted. I'm very curious as to what fixed this because I have the exact same problem. It isn't an issue if I'm shifting past 3000 rpms. It just make easy driving very ackward.:confused:
