I have a 91 Laser RS and when I bought it the fuel gauge didn't work so I bought a new cluster, it came today I installed it but when I start the car the speedometer and Fuel gauge don't do anything. Any suggestions?
 
Speedometer is mechanical so it won't move 'till the car does. If it's not working at all then couple things can be happening: cable no hooked up correctly, cable broken, or some tranny damages. Next time the cluster is out, grab that cable and try spinning it. If it does not, disconnect it from transmission and try again. If it does, means it's broken and needs replacing.

For fuel pressure, use an ohm meter to determine if it's getting a signal from sending unit in the tank. Also make sure said unit's signal varies depending on how much fuel is in the tank.

If you are having same issues with both clusters then most likely something in the car (other than gauges) is malfunctioning.
