boost lag = flapper half opening?

hey guys,
I'm still trying to figure out why my SBR evo III b16G is spooling so damned slow. i tried shimming the wastegate.. that didn't work; so now i pressurized the wastegate actuator to see if the arm was properly functioning. the arm works perfectly fine but it looks like the flapper is not opening all the way up. do you think this would be the source of the problem?
 
i dont think thats the problem......if the flapper wasn't opening all the way you would have boost creep instead of the lag.

have you tested for any boost leaks yet?
