So I have a 97 Talon with 6bolt swap, Evo 16G Big turbo and a fully built motor.
Anyways, when I get on the throttle it will make 7psi instantly, and then won't spool the full 22psi till 4500-5000rpm.

It is running off wastegate pressure and the OEM actuator has been modified.
I have a feeling that this is opening too early and allowing boost to bleed out?
 
We couldn't find any boost/vacuum leaks and I just had a crack in my manifold welded up.

By actuator mod, I assume you mean more preload on the WG spring effectively making the spring stiffer at the expense of reduced actuator travel. Either by shimming the spring or an adjustable threaded actuator, etc

Since the WG spring is directly fed a full signal from the compressor, the flapper actually starts opening long before you hit target PSI, which results in longer spoolup times. Best bet is a traditional Hallman MBC or an Engine Management System to control a boost solenoid.
